Development
A goal happens to be what you plan to achieve by the end of completion of the project. For any project to be successful it needs a clear goals and objectives that are stated well with the policies and rules on how to put the plan in actual implementation.
Once a corrupt leadership gets in the place the project fails to work effectively. Corruption is the main hindrance to change that is experienced after development has taken place.
Research has proved that the main cause of lack or poor social and economic infrastructure, low educational levels, ineffective regulation, poor geography is corruption. On the other hand, many people especially those on authority argue that, though corruption may be beneficial in isolated instances; its cumulative effect in the end is detrimental to development since the common man is left suffering.

I personally understand that corruption as a necessary stage in the modernization process especially in development retardation. This is usually experienced in Kenya where it has a plan to be a country with high income rate by the end of 2030 (vision 2030). But trust me if the corruption is not deal with accordingly no development will be seen.
For instance in a project where the university needs to get computers and other automated machinery, if corruption is seen then most of the students fail to learn more about technology which is a key element of development.
